As part of his state visit to India, General Secretary and President Tô Lâm participated in the Vietnam-India Innovation Forum held in New Delhi on May 6, focusing on “Collaboration in Human Resource Development, Science and Technology, Innovation, and Digital Transformation.” The event was honored by General Secretary and President Tô Lâm’s presence and address.

The forum gathered around 200 delegates, including high-level representatives from both countries, leaders from various ministries, research institutions, universities, associations, and top digital technology enterprises and startups.

Discussions centered on improving policies, training talent in AI, semiconductors, fostering technological partnerships, and developing deep-tech startup ecosystems.

“Promoting the Model of ‘Joint Research, Joint Development, Joint Production’”

In his address, General Secretary and President Tô Lâm highlighted how rapid advancements in science and technology are fundamentally transforming production methods and global economic structures. Acknowledging this trend, Vietnam has enacted Resolution 57-NQ/TW alongside a national strategy for innovative startups, paving the way for development in this new era.

He indicated that Vietnam and India share similar long-term development visions, with both economies complementing each other well. India is gradually becoming a knowledge and technology hub, likened to “Asia’s Silicon Valley,” while Vietnam is a dynamic economy with rapid digital transformation and a flourishing startup ecosystem. Both countries are entering a new phase in their relationship where knowledge, data, technology, and high-quality human resources should be the new materials for strategic cooperation.

Based on these insights, the General Secretary and President recommended focusing the forum on strategic technologies defining the 21st century, such as artificial intelligence, semiconductor technology, digital technology, biotechnology, clean energy, and smart manufacturing. He advocated for the establishment of a Vietnam-India Digital Partnership and promoted the “joint research, joint development, joint production” model towards creating co-branded technological products.

Furthermore, he urged the enhancement of collaboration mechanisms among stakeholders in the innovation ecosystem, especially the “triple helix” model involving government, academia, and businesses; and encouraged businesses to increase their investments in research and development. He emphasized the need for companies from both nations to take the lead in fostering collaborative research and development, while facilitating connections between research institutions, universities, and enterprises from both countries, aiming at the establishment of a Vietnam-India technology workforce corridor.

During the forum, General Secretary and President Tô Lâm, alongside the Vietnamese Minister of Science and Technology and the Indian Minister of Electronics and Information Technology, witnessed the signing of cooperative agreements among research institutions, universities, associations, and enterprises aimed at developing human resources, scientific technology, innovation, and digital transformation in both countries.

Vietnamese Enterprises Gain More Opportunities to Engage Deeply in Technology Value Chains

Participants from various companies expressed strong support for the collaborative directions outlined by General Secretary and President Tô Lâm, particularly the “joint research, joint development, joint production” model. Business leaders believe this approach effectively leverages both nations’ strengths amid the fast-paced technological landscape, presenting opportunities for Vietnamese enterprises to delve deeper into technology value chains and engage in international research and development efforts.

The proposal to establish a “Vietnam-India Digital Partnership” also attracted significant interest at the forum, with expectations it would serve as a vital platform to enhance connections among tech communities, startups, innovation centers, and educational institutions in both countries. Some discussions highlighted that specific collaboration directions in AI, semiconductors, data, digital transformation, and high-tech talent training, when realized, would further stimulate R&D and technology transfer between enterprises of both nations.

The establishment of a “Vietnam-India technology workforce corridor” garnered considerable approval among delegates, particularly in light of the rapidly increasing demand for high-quality talent in areas such as artificial intelligence, semiconductors, data science, and cybersecurity.

Mr. Vương Vũ Thắng, Chairman of VCCorp, highlighted the event as an opportunity for research institutions and businesses from both countries to meet, share, and strengthen their connections. He noted that discussions during the forum had opened numerous concrete cooperation avenues between various entities and companies.

He also remarked that Vietnam and India share numerous similarities, such as leveraging technology to address challenges for their large populations and prioritizing high technology fields like AI, semiconductors, and big data as leverage for national development. For technology companies in Vietnam, like VCCorp, this represents a chance to share experiences and create solutions for national technology challenges through appropriate collaborations that leverage the strengths of both sides.

With concrete, real-world issues being tackled through specific collaborations, enterprises from both sides will have opportunities to share and learn from one another, transforming cooperative potential into actual results that create high value for businesses in both nations.

The strong participation of the business community at the Vietnam-India Innovation Forum, along with the number of collaboration agreements signed, reflects a growing trend of closely aligning policies with market needs in developing the innovation ecosystem.
